ICARUS Counseling was started in 1995 in Eugene, Oregon. The letters ICARUS stood for  In-Home Crisis Assessment Referral Unification Service.  Since that time it has morphed into much more; providing Mental Health, Chemical Dependency, Education, Clinical Consultation, etc.
